Remove, then exclude

How do I know if it is roof rats or Norway rats?
Noise in the attic and ceiling usually means roof rats; activity in the garage, around the foundation or in burrows outside points to Norway rats. We identify which one from the droppings, gnaw marks and travel routes on the inspection.
Why seal the house if the rats are already gone?
Because the opening they used is still there. Rodents follow scent trails, so a sealed home is what stops the next one. Removal without exclusion is why an infestation keeps coming back.
